The people fell into sin and Aaron fashioned a golden calf for them. They are covered in shame, they have proven themselves stiff-necked and yet Moses intercedes for them. Moses is willing to take the blame for them and asks God to persevere with them. God says he is a God of great mercy and compassion, but sin is sin and he will punish it nevertheless. He does so in 2 ways, by the sword and by a plague. But then, Moses makes 2 new tablets for the 10 commandments which he originally smashed. So this becomes a new beginning. God loves to start over, he did so with Peter, with all the disciples and with Paul. So also with us.
